The Treaty of Arusha was a formal agreement between the United Nations Space Command and the recently-formed Singular Bond faction of the Schismatics that is usually regarded as having formalized the end of the Human-Covenant War. The treaty was ratified in the East African Protectorate capital city of Arusha near the war's final battlegrounds at Voi on March 1, 2553. It was the first formal cessation of hostilities between the UNSC and a Covenant splinter group and the first of several treaties between the UNSC and the polity that would become the Concord of Reconciliation.

The foundations of the Treaty were laid by the initial ceasefire agreed by the Schismatics and the UNSC at the close of the Battle of Installation 05, and subsequent negotiations aboard the Pious Inquisitor and later the Shadow of Intent in the war's final weeks. Further negotiations were carried out in the weeks since Arbiter Thel 'Vadam and Rtas 'Vadum returned from the Ark, leading to the Treaty of Arusha's signing on March 1. The Arusha Treaty acted as both a formal ceasefire and a rudimentary form of mutual security pact. In practice, the terms of the Treaty remained rather vague. This later prompted the establishment of a more defined and thorough set of rules in the subsequent Luna Accords of 2556, which not only delineated military jurisdiction more specifically (e.g. in regards to Joint Occupation Zones) but was also expanded to cover non-military activity such as commerce as well as varying forms of technological and academic cooperation.

Terms[edit | edit source]

  • Halo Installations Alpha and Delta as well as the Kenyan Excession (along with Installation 00 beyond it, should access resume) declared "Forerunner sites of strategic importance" and to be placed under joint control of both signatories; joint fleet presence at the Halos, with establishment of a Singular Bond consulate (later known as the Silver City) on Luna along with an observer presence at the artifact. All post-Covenant activity at Earth and the Sol system must go through the Singular Bond consulate. Covenant law applies within the borders of the Silver City. Research and security are to be handled jointly by both parties for mutual benefit and to avoid further conflict.
  • The Singular Bond and the UNSC continue their joint efforts against the Truth loyalists, e.g. Torchbearers. Schismatic ships aligned with the Singular Bond are permitted to use spaceways within the Human Sphere (and vice versa) so long as they do not violate the terms of the treaty.
  • Singular Bond members agree to cease all hostilities against humanity, the UEG and the UNSC, and do everything in their power to oppose any rogue elements within their own ranks who violate this. "Singular Bond" is defined as the 24 Sangheili signatories of the treaty and everyone within their respective command hierarchies. Singular Bond is not responsible for the activities of Sangheili or ex-Covenant operating outside said hierarchies.
  • UNSC agrees to cease all hostilities against Singular Bond members, and do everything in their power to oppose any rogue elements within their own ranks who violate this. "UNSC" is defined as the United Nations Space Command, the United Earth Government, and all lawful affiliated institutions. The UNSC is not held responsible for the actions of rogue human factions or individual humans operating on their own accord.
  • Both parties shall do everything within their power to oppose the alliance's mutual enemies, whether they be ex-Covenant or human.
